Awarded to all citizens who participated in the restoration and reconstruction of the city and maintained Leningrad citizenship for no less than five years. Awarded also were Leningrad defenders who received the medal for the Defence of Leningrad, regardless of living place.
Founded by Tsar Peter the Great in 1703 it served Russia as the capaital of the country during the imperial period until 1918. Renamed Petrograd on 31st August 1914 it was renamed again on 24th January 1924, as Leningrad - due to the death of Lenin 3 days prior. During WWII Leningrad was surrounded and besieged by the German army from 8th September 1941 until 27th January 1944 - some 29 months. After the collapse of the Soviet Union it was returned to its original name of Saint Petersburg.
